Why do enemies get multiple tuns?
This is the one thing screwing me in all of my high level runs and I dont understand it, why do I get 1 turn with 1 character and the enemy gets 2 full turns with all charactersin a row? There's nothing I can do about any of it and it feels like this takes away any sense of skill and meaning to smart preperation and planning. I've yet to complete level 3 quests with a full team of level 4 characters because I get no turns to do anything!

TL;DR: they dont.

In the middle of the light meter there is the round counter displayed.
Every enemy nad every hero gets one, only one, turn per round. (except some bosses)
You can tell by that small white vertical bar next to the health bar who has yet to take their turn in the current round.
in what oder the heroes and enemies take their turn is determined by their speed stat plus a random number of 1-8 at the start of each round.
There is a first thing you can do about it: try to understand basic concepts of turn based combat, like rounds and see that enemies dont get multiple turns but rather are going first because they are faster
Take faster heroes, use buffs or compensate otherwise, low speed in itself isnt good but it doesnt ruin your run for you.
What you are describing is not your problem, it lies elsewhere, where i can only guess.

You most often see this effect when you surprise an enemy group that's significantly faster than your team. You get to go first because of surprise, then the enemy all take their turns, then they get to go first in the next round because they're faster than you, appearing to give them two turns back to back.

If you are leaving fast enemies alive at the end of a turn try and ensure they're stunned.

There's actually an advantage to this because damage over time attacks (like blight and bleed) hit every time the enemy takes an action. So for the few enemies who do have multiple attacks a round, you should stack them with bleeds and blights and watch them wither away very quickly.

You mean bosses that are basically alone or have a gimmic which one of their action are used to do just that? When it comes to action economy having 4 characters will always be superior to 1 unless they have more actions.

They do not. Before you make conclusions have you considered your characters speed and the enemy speed? If they are faster they go before you, if you bring slower characters why do you expect them to go first? Going first is an advantage as you can eliminate targets before they can move, that is why you want to give them speed.

Maybe your planing and preparations is simply wrong because you think in the wrong way if that is a huge problem for you. Just remember that it happens to the enemy as well. Just because it is bad in the moment doesn't mean it is always the same on a larger scale.

It can seem like (normal) enemies get multiple attacks because each round, the game rolls the equivalent of 1d8 for each character and adds it to the speed of the character. So if an enemy attacks after your characters one round and before them the next, it looks like they're getting more than one attack in a row.

They're still only getting one attack a round, though.

Multiple turns only applies to bosses. You can see who has what turn or turns by looking for one or more gold horizontal bar next to each red HP vertical bar on the right. Most enemy's and Heroes will have one, bosses often have one to three. You can exploit this strength by inflicting turn based damage status affects such as blight or bleed, there by turning a strength into a weakness.

Only bosses can outside of an ambush where the first turn is a surprise round. If you refuse to believe that then you know where the door is.
