My only tip is to stun him and then beat the crap out of him. His stun res is pretty high but if you hit him with one with a high proc chance and a stun trinket (Like Manacles + Broken Key or Blackjack + Cudgel Weight) you should be able to stun him long enough to kill him with your DPS.
Skiwer is deadly, just move and focus him no matter what. My first battle with him he one shotted my lvl6 leper to death door with crit. That's why during Stygian runs I almost completely ignore Warrens until all DD quests are done. Cloaked guys are Swine Slashers, quite nasty too with 20%+ crit chance.
My HM-PD-♥♥♥/FLA/HWM/anything-HEL team has little difficulty dispatching Skiver. Dump a scooby snack on HM (who also has +DMG against Beast in general) and combined with HEL they should finish this thing before he even attacks. If you don't have the snack consider the stun and finish him at the open of round 2.
