Blueprints and shards

Hello i just acquired my first blueprint and i have 12 shards. i am trying to build the first district building that requires 10 shards but the game wont let me. any idea? thx in advance

The mill requires Memories, not shards.
Those you can only get by defeating the sleeper or as a rare drop from the THING.
Spoiler: It takes a long time to get ten of those.
