They get obtained randomly upon reaching 100 stress and get cured by stress treatment in town or by reducing stress to 0 in the dungeon.
The effects do reflect in altered stats, visible in the character sheet, and in altered beaviour in the dungeon, which you will experience by yourself soon enough:
They can stress the whole party, deal damage to teammates, act on themselves, pass turns, refuse heals, swap positions etc..
You can hover over individual stats to see how the affliction is affecting them. E.g. if you hover over stun resist typically it will show -15% or whatever it is. Some afflictions even have minor buffs, e.g. fearful gives you a speed bonus.
It's one of the most important things in the game. On top of going completely out of your control and doing things like attacking other characters, that hero is on his way to going completely insane or literally dying from a heart attack (on hitting 200 stress).
Afflictions can't be cured in the dungeon itself (other than by reducing stress to 0 which is quite impractical in the early game although you should figure out how to do it later). You just need to get OUT as soon as possible. If this is by winning the mission you're in, that's the way to go, but quite often, you're dancing with death and you should just abandon the mission.
