Speed doesn't work properly
Enemies that have more than 1 action per round are supposed to initiate each action the normal way(1d8 + SPD), however, this seems to not function properly.

I was facing Swine King(Veteran) and Wilbur would use his Bit o' squel, then it would switch over to my heroes, even though none of their SPD stats would've allowed them to take an action before he finished. For instance, one of the highest SPD stats I had was a 9. Even at a max roll, that is only an initiation of 17, while Wilbur at his lowest would've been 22.

What exactly is the initiation order on enemies with multiple turns?

its not that speed doesnt work its that wilbur doesnt give a ♥♥♥♥ about your speed

Some bosses skill are used at the start and end of turn so they always go first and last.

I don't believe Wilbur has either of those abilities, just a high speed.
Wilbur's "End this one" doesn't trigger at the end of the round, it is triggered through normal initiation. I understand some bosses/enemies have round end skills(Virago/Bone banner, etc), but this isn't such a case.

Wilbur really just have a ridiculous speed.

And based on boss vids I went back to look at again, each Action bar has its own Spd rolled. So something like 3 spd with 2 actions might act once on 10 spd and another on 5 spd. Stuns will stop the most recent action.

But it doesn't.

Wilbur has 21 SPD, one of my best characters was ~10 SPD. At max roll, I'm 18 initiation. Wilbur's worst roll is 22, meaning no matter what, he should always do both actions first, even though this isn't the case.

Siren was at negative speed yet she always get to go before MaA for her first action.

Based on this observation, bosses can have multiple actions but will never go twice in a row and the game will force them to get a turn or wait for a turn. This also seems to be the case in other vids at champion runs as well.

Multi action bosses don't do two actions twice. There's exceptions to this, as some attacks are free for the boss, like the 'to the pot' of the hag.

So they will do their first action when normal SPD allows, then the consecutive ones after one of your chars turns.
