Wilbur's "End this one" doesn't trigger at the end of the round, it is triggered through normal initiation. I understand some bosses/enemies have round end skills(Virago/Bone banner, etc), but this isn't such a case.
And based on boss vids I went back to look at again, each Action bar has its own Spd rolled. So something like 3 spd with 2 actions might act once on 10 spd and another on 5 spd. Stuns will stop the most recent action.
Wilbur has 21 SPD, one of my best characters was ~10 SPD. At max roll, I'm 18 initiation. Wilbur's worst roll is 22, meaning no matter what, he should always do both actions first, even though this isn't the case.

Siren was at negative speed yet she always get to go before MaA for her first action.
Based on this observation, bosses can have multiple actions but will never go twice in a row and the game will force them to get a turn or wait for a turn. This also seems to be the case in other vids at champion runs as well.
So they will do their first action when normal SPD allows, then the consecutive ones after one of your chars turns.
