Imagine this:
You want to hit an enemy
That enemy has 15 hp, and you can deal from 5 to 15 damage
A 10 sides dice rolls, each number is a number from 5 to 15
1 being 5, 10 being 15
If you roll a 10, you kill the enemy, if not, he survives, either with 1 hp, 2, 3... 10

But there's also a dice for critical attacks
If the dice had 100 sides, and your critical chance was 17% you should roll a number between 1 and 17
If it was a number between 18 and 100, you wouldnt get a critical hit

That is RNG
It also applies to item drops on every game and the IA itself

But as the player, you can make RNG work in your favor
For example, you can buff your critical chance so you can critical hit with a 18 or 19 roll
You can buff your characters with damage, so instead of 5 to 15 damage it's 10 to 30
Your characters resistances as well affect RNG
If you have a 90% stun resist instead of 50% it will be harder for him to stun your hero as well
