The mortality debuffs are small but persist unless you use the few camp skill that can remove them or finish the mission. However, if you finish a mission with a hero that had a mortality debuff, you are much more likely to get negative quirks vs positive ones.
Only way to remove these penalties is from camping?
Sanctuary, for example, prevents you from getting ambushed while camping. But if anybody has mortality debuffs, it gives them a huge heal and stress heal. This is great because often you'll want to camp after one guy got beat up pretty badly, and its likely he's low on HP and high on stress anyway.
Are you sure they're not "Afflictions"? Which you get when you have 100 stress (NOT when you get a heart attack). Afflictions only disappear if you put your heroes in stress relief (abbey and tavern). If you do not do this, they will remain afflicted.
