If the name is supposed to reflect its nature, I would guess that there's a pool of Hero "cards" that gets added to and supposed to get drawn out in random order.
Hard to tell, since it was not working. :b

It should be as of the last build we pushed.

It's easiest to understand by comparison.
For a "dice-based" stagecoach there is a random chance of any hero type appearing, independent of what hero types have already appeared. You could roll nothing but vestals all game, although the chances of this are extremely low. More to the point, a specific hero type might not show up for ages.
For a "deck-based" stagecoach, the order in which the heroes appear is random, but you can be sure that all types will have appeared by the time you get through the deck. Of course, the deck might have a million cards, but that seems unlikely.
