Not a good answer.
Yes, the automated "Rolling Demo" capped at about 13 fps or so. It wasn't very problematic back in the 90's
i have games unmodded from the years around 2000.... they are not capped on frames....the cap is the hardware... so whats wrong to expect more than 17fps....
You can download custom campaigns through the webpage it directs you too and also some mods. It also updates the AI so watch out :)
