Edit: If you can't take it, I can just drop mine n alt-f4 assuming I don't lose it. Works with other items will have to test it :)

Yes, you can only have it only once per char.
No, the level requirement is whatever you want. I could take it on my Athena in my first playthrough(melee aye ... still waiting til least UVHM this time around).
LIke I said, I can drop you mine n ill just close without quitin. My advice is to wait til your level 50 at least. It's not the strongest gun, pretty nice but get it at 50 not 32 ^^.
** If you want to get it x y or z amount of times its pretty simple that you need a co-op partner.. drop it to them and then just simply alt-f4 you game. ** It's exactly what I did when dealing with the grinder to get my conference call.
If anything its a bug, after 2.5k he should be fine to take the gun unless he has took it before and not realised, thus meaning he can't take it again on that char.
Like I said before.. if you can't get it for whatever reason once your 50 I can drop you mine.
So you'd have to have gotten 2500 BA for that other character as well.

I think the only data point we have here for TVHM is that SlackerBoe pulled it at lvl 50 in TVHM. I think everyone else pulled it in normal mode at lower levels.
I wander if someone else in your game during co=op pulled it and that causes you not to be able to pull it since it was pulled in YOUR game.. Like how some pricks can take side quests on second playthrough that your trying to save till the end so they get upleveled screwing you with lowbie side quests. (when you tell them hey don't grab sidemissions)
Has anyone tested to see if this is the case?
