(1) In your 2nd playthough if you look closely you will notice that most beast enemies are resistance to fire damage, as in fire weapons do less damage on them – when you shoot them with fire element weapons there’re small red-ish orange words ‘resist’ popping out.
& shielded enemies automatically resist fire damage when they still have shield.
OH, and do you know according to Spring in the Zap missions - in vacuum fire will have a hard time doing elemental damage over time since no air no burning?
That's why that one laser gun that don't have elemental damage that you get from a side mission felt so strong compare to the others laser guns.
Electricity however are not resist by most beast enemies by some reason, shield is automatically weak against electricity no matter what, & electricity’s damage over time works fine in vacuum.
Oh & it probably helps that the aliens enemies in the last chapter all commonly have strong shield but sucky health, just like in BL1.

(2) Moxxi's vibra pulse actually have chain lightnings effects or maybe more correctly, AOE damages plus heals, from BLWikia:

So long as the beam damages an opponent, any enemies within the radius of the targeted enemy will be damaged every second by chains of lightning that emit from the target currently in the crosshairs. This makes the Vibra-Pulse excel at decimating shields of multiple targets at once, especially if they are crowded together.
Additionally, being a Moxxi weapon, the Vibra-Pulse heals the user at a portion of damage done, making it extremely useful for leeching health from targets if they are bunched up together. A short burst can get a player up to a quarter of his health back if there are targets nearby to transfer the chains of lightning to.”</i>
So you are damaging most of your enemies at the same time, with most of them having shields, while you’re getting back some health on the way, making you more durable.
Yeah, totally OP rite there.
I tried this and the moxxi items that appeared were the same level as when i first got them.
hence, imbalance of elements
