i would not recommend to use the ultra hs textures since they have some bugs in them that make them in many cases worse looking than vanilla textures, but idk if its was only for bl2 the case or also for bl tps, but you do you. i also used them a while but uninstalled them bc needed some save space on my ssd. oh and if you decide to keep the texture pack, as i said in my first comment dxvk fixes the out of memory crash.

I conducted a benchmark for Borderlands 2 with PhysX set to high, comparing performance with DXVK and without it. DXVK does not improve PhysX performance when running on a CPU; the performance is roughly the same whether DXVK is used or not.
Next, I performed a benchmark for BL2 with PhysX set to low or off. In this case, DXVK provided a significant boost—around 100 more average FPS and 40 FPS in the 1% lows. Without DXVK, I had approximately 210 average FPS, while with DXVK, the average FPS increased to about 315. In the 1% lows, it was 90 FPS without DXVK and 130 FPS with DXVK.
If you care about these kinds of FPS improvements, I would recommend using DXVK. However, it does not enhance PhysX performance on a CPU. I didn't test whether it helps with GPU-based PhysX, but since you have an AMD GPU, that's not relevant at the moment.
So, I would suggest using DXVK if you prioritize higher FPS while playing without PhysX enabled. Additionally, if you're encountering out-of-memory crashes, I strongly recommend using it (I only ran the benchmark once for each test, so the results could be inaccurate. However, to be honest, I don’t think that’s the case given these kinds of FPS differences. I could have run the benchmarks two or three times, but I just didn’t have the motivation to do it, lol.).
