The Helios Vein "Honorary Foreman" Challenge.

Is it bugged, or is there some kind of power thing ;you have to activate in order to use the switches for this challenge? Because guides say it's only available during Watch Your Step, but I've tried activating the switches upon first entering area, and none of the switches are useable for me. I've even tried closing borderlands and reopening/logging in.

I've read that before, not particularly helpful. When does it become available? I've gone to lunar launch and come back, I tried when first entered area, but still not active.

Which is what I've tried. So I have to actually have to finish Watch your Step? Because I've gone to Lunar Launch, and came back just now and still couldn't activate.
