yes it is u can also get other red text weapons like the boomacorn from it and also sometimes legendaries

The Vladof Machine in TPS is a variation of The Vladof Lyuda in BL2. They're both extremely fast-firing sniper rifles which makes them super-powerful killers at most distances. Very good gun ~ go to Moxxi's & grab a Lemon Lime Bullets Moxx-tail at the beginning of the mission for ammo regen ~ you may need it with this gun. About your questions on the qualities available from TPS vending machines, yes legendaries are more frequently available as Items of the Day compared to the first two BL games in the series.
