You need to own the game on the same system as TPS.

What answers do you want? You describe a variety of things that'd normally be handled by any on-going business but Telltale Games went out of business last year, they have no employees left and no other firm bought any remaining Telltale Games' assets so all former business aspects like those you've mentioned ground to a halt quite awhile ago.
There were rumors that MSFT or Sony might buy Telltale's assets but nothing's come of the rumors & I doubt anything will until the San Francisco courts have settled matters ... and from all appearances these things won't soon be resolved.
No one will see your comment here cos it's an off-topic aside to someone else's only slightly less off-topic post except for the six of us in the string, half of whom already finished playing through TFTB a long time ago.

So far as Telltale, I guess you could post your TFTB queries to the 2K Games Forums but that firm had no direct business relationship with Telltale which self-published the TFTB game they also developed. https://forums.2k.com/forumdisplay.php?6-2K-Discussion
Finally, I wouldn't bother posting your comment to the main forum at gearboxsoftware dot com because there haven't been any worthwhile discussions on there about the post-Telltale world but you're welcome to try. Personally, I might post a question to Steam on their own forum here as they'd prolly have a better idea what's going on than most but whether they can or will discuss it publicly is another thing alltogether.
