Id look up ways to farm xp I usually farm the Wrath's from the sidequest in Vorago Solitude that gives me alot of xp real quick
Make sure you've done all the optional missions.
BL:TPS has less side quests than BL2 does, it's a bit more important to do them, since you'll need that experience.

Compare it to what missions you have completed in TVHM and see if you're missing any.
There is an alternative though: You could go back to Normal mode, and start the Claptastic Voyage (assuming you have it). The Claptastic Voyage is huge (as far as DLC stories go), and you can easily gain a few levels there and then move back to TVHM and work on the story some more.
