You might need to download The Battle For Sanctuary DLC though (I'm not positive on that, Aspyr can tell you what you need to do for sure).

a few months ago when this issue first appeared (with the HD pack release for windows, but no other platforms), aspyr stated that the update was going to come to all other platforms (M/L), but they didnt give any kind of timeframe for this. over a month later they finally released the HD pack for bl2, but there is still no sign of the HD pack for tps (i check almost daily).
take draekus up on their advice, complain directly to aspyr (ive done this at least twice). maybe if enough non-windows players complain directly to them, they will finally get of their lazy butts and fix the issue...

I know that the actual game fix for BL2 was part of the Commander Lilith download. Prior to downloading that, my copy of BL2 was still out of sync with the Windows version, but after I downloaded it, it was up to date.

the commander lillith dlc was not a game version update, but merely a content pack, similar to the headhunter dlcs, and tiny tina's bunkers and badasses. these do not change the game version, only add content, and you can coop with anyone regardless if they have these dlcs or not (although obviously you cant go to a dlc unless all players have said dlc). the HD pack apparently actually changed the fundamental game version, breaking continuity between platforms.
You say that, but my recollection is that I was out of sync until I downloaded the Commander Lilith DLC.
It wasn't a thing I rushed right out and did either. BL2 had updated at least once or twice, and weeks had gone by until I noticed that Commander Lilith was a separate download and actually did it. (And I still haven't even played it yet ... <shrugs>).
And as far as I recall, I didn't see my friends whom I know use PCs start to show up again in my game list until I had (downloaded the DLC).
But regardless, as far as BL:TPS goes, prodding Asypr with a support ticket is probably the most useful thing anyone who wants to play BL:TPS co-op can do.

to me that reads, "sorry (but not really sorry), we might get to it someday but we are currently not actually working on it, despite our promise to do so, and we have no actual plans to do so anytime soon. but dont forget to buy borderlands 3 and give us more money!"

It's possible that cross-platform play might still be possible if your son turns off the new HD pack.
Not making any promises, but it's something you could try.
