Umm, Im looking for a specific answer, but thanks :)
If you don't have the DLC, I think the next best thing is the legendary Fabled Tortoise shield.
Considering my own experience and what C2H5SH states above it becomes less an issue when you could simply carry both a turtle and adaptive. I usually have an adaptive and a spike shield minimally and swap them out as needed leaning toward the electric based spike shield as to drop shields making the marks easier targets. Alternatively, electric based Nova shields help when depleted and can drop enemy shields prior to going into second wind states making recovery much easier. A good cryo based shield can make a difference too, but I mostly do cryo oz kits with electric based shields for nice elemental coverage (drop shields and freeze for easy targets).
Capacity, however, climbs with player level & rng most times; like the Bee shield in BL2 any shield can be called a Legendary, but the stats are randomized even at the same level. I've had 2 Bee shields at level 48 in BL2 with shield capacities differencing almost as much as 20k points - seriously. So the base stats are the most appropriate and why many recommend the turtle series for higher basic capacity, but even those stats are randomized upwardly from the minimum requirement.
"Black" is a color code the game attaches to items that have been spawned, but which break the game rules. Items are supposed to have a graded variety of colors, if they don't fit into the dev designed grading system, then the game marks them as "black". So.. what ▙▘▚ ▜ ▞ ▟ ▚▝ ▛ is suggesting is a shield made with Gibbed (essentially).
In theory, most Black items won't pass the sanity checker.
As for which shield actually has the most capacity, I don't know off hand, but I can direct you to the Legendary list on the wiki: http://borderlands.wikia.com/wiki/Legendary
BL:TPS items are on the bottom, sort by item type.
Do bear in mind that capacity isn't the only consideration when choosing a shield to use.
