Borderlands 1, Borderlands 2, Tales from the Borderlands Episodes 1-3, Borderlands: The Pre-Sequel! and finally Tales from the Borderlands Episodes 4 and 5. This basically will get through most of the stuff in order. As for why the Pre-Sequel is between episodes of Tales, you'll find out
BL2 is a better game, it has tons more content.
BL:TPS is a story, told by Athena. Athena tells that story AFTER BL2. While the events of that story occur before BL2, the framing story makes the assumption that you have completed BL2, and contains spoilers.
So, yes, the events of BL:TPS are supposed to have taken place before BL2, but you should still play it AFTER you complete BL2.
I don't really care what order you play BL1 in, it's an older, cruder game. It's still good, but BL2 is a big improvement.
