Why are Legendary drop rates so bad?

Me and my friend are trying to get the Legendary IVF or any kind of Legendary item and we can't get it besides using the grinder. We have fought Iwajira like 30 times already and didn't get the Legendary rocket launcher or the IVF. I have searched on how to get the IVF and most people say go beat this certain boss and it will most likely drop the IVF. And then i read that the devs decreased the rate of how the bosses drop Legendary items. If anyone can tell me, is there any way to get IVF without the grinder? Or do i have to use the grinder and get lucky? Thanks in advance.

o.0 i thought they lowered it from the first release. Because most of the farming videos and how tos are from 2014 and people comment underneath saying that they lowered the rates and it doesn't work anymore.

That was when the Christmas shift event was released, it was toned down a little to make room for op painful for Christmas ody. The drop rates were tripled in mid 2015 after a week where they put the drop rate to a different rate each day and took a survey daily.

When I'm feeling lazy I'm just using Fast Travel from Concordia to Pity's Fall, Triton Flats, both Titan Factory locations, Vorago Solitude, Eleseer, Holodome, Deck 13 1/2 and The Nexus (last 3 is DLC, though) and checking vending machines next to Fast Travel stand.
Not sure if your level has something to do with the Item of the Day chance to spawn legendary, but I got quite a bunch legendaries from vendomates. They are around my active character's level, which is convenient. I think difficulty level (TVHM, UVHM) affects this chance a lot more.

By the way, I've checked my BL 2 playable and quartermaster characters and was really surprised. My chars are running with/storing mostly green/blue equipment! Sizeable part of my BL legendaries is guaranteed ones (as in quest rewards). Hell, my main char has an underlevelled white gun, because other loot was even more crappy. In TPS, on the contrary, my chars are equipped with mostly purple gear.

Yes he's definitely right. Never assure yourself with 'YouTube videos, always check the sources such as Gearbox forums. Over thre, devs posted in 2015 on a weekly basis the feedback they've received with regards to loot drop tweaks. It seemed more of an experiment for them actually, which went on for a while (about 4-6months) as they modified the drop rates for BL2 and TPS until eventually sometime during the Autumn or December (can't recall), the drop rates were officially fixed as final.

I do have to agree with one thing, I'm seeing legendaries appear slightly more often and while "slightly more often" seems vague, having played TPS during the 1st Mercenary Day event and after, it's actually great to see an increase.

found a storm front in BL2 early on Normal dificulty and playing SP is very rare.

note: I've been able to find and store legendaries in Single Player than in coop. It's true. Nothing to do with being loot ninja'd

Update: So i beat he Bosun couple more times and he actually dropped the IVF which i think was level 14 and i am level 31. I had like two other not very powerful legendaries and traded them and got another IVF but it didn't do good amount of damage. Then i opened the golden box and got purple pistols which i usually grind and i got legendary pistol and i grinded both the IVF and the Pistol and got IVF with my level and good damage as well. :)

15 legendaries in last normal playthrough, pretty good considering it is normal after all.
