Are governor skills useless?
Say you assign tax collector (governor) for your main character, does that mean the perk will never take effect because you can't assign your main character as a governor?

This isn't the answer I'm looking for. I want to know about the actual implementation of the game/intent. Go complain somewhere else please

I believe where it says Governor in brackets means that it will apply to the companions you have set to be governors, not to your main character. If it says Personal or Clan Leader (I think?) it will apply directly to you.

Actually the engineering skill itself increases production. I had one of those companions with some engineering skill as a governor and the tooltip when hovering the mouse over the town's production stat said he was adding 15 to it.

Regarding the perks, I had a companion with a governor perk that reduced garrison upkeep. I looked at the tooltip on the clan menu on the daily income which showed the garrison upkeep. It was the same whether or not he was installed as a governor.

I don't think some or maybe any governor perks are finished yet. The engineering skill itself seemed to work though.

I know this is a late answer to your question, but I purchased Bannerlord recently and was looking this up. Your assumption is correct, as I know it. Kind of stinks but makes sense, as you're not there actually governing, you're running the whole kingdom/clan.

From my understanding, the only real method to the madness of governor perks for the player, is to pick ones you'd use best to start a town that you just captured. So that they add say security, loyalty is a big one, and bonuses to boosting production of building projects. Those type of helpful things that take place when first capturing or setting up a new town. I wait there for a bit, since the player gets huge boosts to those stats, to get things going and steady. Then I head off for the next task or adventure.

I then planned for my wife or some other companion (your brother is a great option as well) to be the governor so, I'm working on tailoring their traits towards that, being as they are there full time. Wives make great ones, because if you marry the right on, they have high stats in a lot of categories that matter the most in a governor position. Hope that answers ya and/or helps a bit. Just what I've learned so far from googling and in game observations.

Why do people keep necroing posts from 3 years ago? This game has changed in so many ways since this was posted

It's fairly clear that governor skills aren't of any use unless you're assigned as a governor. Which requires being at the location, being assigned via the Fiefs window (which removes them from any party), and then staying put. Things which the main PC probably isn't going to do much, if at all.

It kinda sucks that governor skills are useless for the player. Maybe if they did it so that non governed settlements will benefit from a clan leaders governor skills at 50% effectiveness. At least they would be somewhat useful.

Battle skils are useless for governors, trade skills are useless for warriors, its like in real life. A carpenter is not a banker a banker is not a politician and a politician isn't a florist different skills for different jobs

Yeah, that's true. I guess there might be cases where players pass the throne to someone else.
