own an imperial settlement

Can someone help me here i took over a castle but it still says i havent completed this , is there a particular clan i need to attack ? also my army is stuck at 99 how do i get it to 100 ?

Are you talking about the main quest? If so i think it needs to be a town not a castle if you opted to destroy the empire it has to be a settlement from another faction. To get more troops there are some perks that let you increase the size, and if i am not wrong having higher steward level also increases party size. Keep you army well fed and with various food types to increase steward level.

You can get your party size cap larger by finding a companion that has a high steward skil and making them quartermaster. If you married a lord, he or she might work for that. Regarding imperial settlement, it mans a settlement with imperial culture. A town with imperial culture sells imperial recruits. A castle with imperial culture would be mixed in with those towns, and you can confirm that it's imperial by looking at the recruits for sale in the castle's attached villages.

If you take up the 'Quartermaster' role in your army, you'll gain extra troops depending on how high your Steward rank is. If you've been doing that this entire time, by clan rank 3 you should have plenty of those numbers for your main party.

I have both a Town and a Castle. But still says I need an "Imperial Settlement"...

Is your town an original imperial town? If you own a town from a different faction it doesn't count.

Castles satisfy the requirement. Attempt to recruit troops from your settlement. If they're imperial troops then your settlement is imperial.
