What determines 'sneak into town' chance?

I think it's based on renown vs roguery skill.

Not quite. While I can't say if renown plays a factor at all (and I doubt it since there is no way to lower renown, though it would make sense from a realism point of view), I have noticed that a larger army makes it harder. Presumably, the guards pay more attention to the guy leading a force of 200 soldiers wearing enemy colors than they do to the one with 20. Roguery makes it easier to sneak in regardless of other factors, plus it has a perk at skill level 50 called "two-faced" that increases your disguise chances as well as removing the penalty for recruiting bandit prisoners.

And pro tip: The game uses "Seeds" so when you have that "16% chance to succeed" and fail. You will fail the next 100 times in a row. It is the SAME seed, even though you saved and reloaded.

You have to change the seed. Search forums how to do it, but a simple way is "do another action" then try again.

Edit: I can't really remember the exact formula I used to "change seed" I posted about it, months ago.

now a days, I just dont do those break ins. But if u are energetic, search, look for my post regarding "Disguise and break into town", or "seed". it's there, I remember a bunch of us trying to figure out what the deal was.. then how to fix it.
