if all other factions pay money to your faction, or are very powerfull, your king dont want make war. and if a war starts, your faction want make peace as soon they can make some profit or need to restock troops / militia.
klick to every faction in the kingdom menue and look at the % chance for war. if its more then 50% spend some influence and start a vote for war.
If you really want all out civil war throughout calradia, use petty kingdoms.

That's the thing, support for war with ALL factions is absolute 0%, despite Western empire and Sturgia being noticably weaker and all that stuff. Its the world of constant 200 denar tributes per day
Check the diplomacy tab of your kingdom and see if any are supported in your kingdom.
In my game war never ends. I have war with everyone and all the time, even the khuzait which are so far away from my territory. The whole rest of the map is always red.
I declare peace to one faction and a couple days later its total war again. Its a never ending story and I have no chance doing something else then fighting, fighting and fighting.
This starts right after the Update 1.8. It is really exhausting. The only good thing is that I rise from 2 million Denar up to 8.5 million Denar in a few "years".
Edit: I´m playing an older savegame from the last update and apply to the changes for the new 1.8.
the more you capture, the more you will regret even making this post lol.
(if a kingdom is weak, then its logical that war won't be declared on him often, its a feature, its to avoid faction steamrolling. the more you capture and become strong tho, the more faction will be willing to fight for their survival, eventually to the point (when you capture the whole map) that they will never make peace with you, and all will be at war at you, and you lord will slowly defect till you have no choice but accept your kingdom going smaller again or execute every single damn of those lord.

Havn't run into issue that OP is seeing. Maybe switch factions?
You know, its not absolutely necessary to play the faction you have choosen as a hero race at the creation?
You are able to switch kindgom, serve the other king and if your are not satisfayed with him, just leave and join another kingdom.
And I would say, it is better to start a new game with 1.80. There are too many changes in various branches of the game, so the gameplay feels with 1.8 completely diffirent with 1.80. And mainly let us say - there is more action from the very beginning now.
