i think its a bug, but the bug has been there for years now if it has not been fixed yet. sons are meant to inherit their fathers culture instead, only the daughter is supposed to inherit mothers culture. it really is frustrating considering how often clans marry from other factions, bringing in a lot of mothers who are a different culture and then forcing that clans near entire next generation to be a different culture. two generations in and everyone's faction is a melting pot of cultures to the point where you wonder how towns and villages stay the old same culture when their rulers dont. having the son inherit the fathers culture will definitely fix this
