Tactics is leveled by issuing orders in battle and, I think, auto-resolving battles.
It is much faster to increase engineering through building siege engines. Trebuchets seem to give the most XP (I'm not certain about that, but it felt that way to me).
Tactics can be leveled up slowly through battle by issuing an order (simple F1-F3 or F6 would suffice) at least once. Subsequent kills (and maybe deaths?) by your party (and maybe army?) will increase tactics slowly. Auto-resolve seems to give very minimal XP to tactics.
I haven't tested this much, but I also suppose you could attempt to escape battles by sacrificing troops and items for tactics XP as well. I'm not certain as to how much XP you get from it, but it did seem to be a fairly hefty amount. Obviously this is a fairly high cost way to level it though.
Unfortunately, neither of these skills are particularly worth leveling as the perks for engineering and tactics do not work as of 1.4.0.
