Does this game have the option to play on a sandbox meta world map?

A meta map, is something like a world map, besides the actualy strategy map you play on.
I have seen videos with the world map, but want to know if it's just a few missions, or you have a sandbox mode where you have the world to play with and build different settlements while conquering the world map.

No, you can only build in your city. All others on the regions map are just for fighting an army or trading. At least so far as I experienced it.
