sadly, issue is back again, and I guess a Uplay update will be needed again?
I've opened a ticket on Ubi support, they came back with ♥♥♥♥♥♥♥♥ bingo and referring to the pc troubleshooting site which lists the usual administrator rights/verifying data/gpu driver update neither of them were a solution ofc, uplay update ♥♥♥♥♥♥ it up so uplay fix is needed

it is not working for me
- After installation and faulty start disconnect your computer from the internet.
- Now start Liberation HD. For me this worked.
- After initial start the game runs now also with active internet connection.
Hope that helps. And stay all healthy.
EDIT: However, disabling NVIDIA game overlay got it to launch (with both monitors running). It can be disabled with a toggle in GeForce Experience under Settings -> General -> In-Game-Overlay
