Playing on the unofficial patch. I just got into Chinatown and left the Golden Temple after talking to Xiao (The Moon Slayer!/joke) and the cut scene triggered where they run off with Kiki. If I remember right in the base game I'm supposed to go to the Red Dragon and enter the elevator to talk to her dad, but when I go there I can't talk to him. Can't do anything. I'm stuck. The hostess just brushes me off.

I see the button for the elevator on her stand but the game won't let me press it.

If you just got to Chinatown, you need to go to Ming Xiao first, tell her why you're here, and she'll point you to Red Dragon. Then yo can talk to him.

EDIT: Missed the part where you say you talked to Xiao. Sorry lol. Maybe reload the game then, or reload an earlier save.

Also, do you have the UP installed?

You must ask Xiao about the missing nosfuratu.

Well, prerequisite for that cutscene is that PC already spoke to Ming about missing Nosferatu and got told about going to see Wong Ho. So that is not it.

What is unclear here is is it button for elevator/hostess which will not take you up, or did you try speaking to Wong Ho and he refuses to speak with you? Did you try to noclip to him?

Right. I figured out that was the problem. I'd talked to Ming Xiao and she gave me permission to operate in her domain but I forgot to ask her about the missing Nosferatu, so she never pointed me to talk to Kiki's dad. The event flag where Kiki got kidnapped still triggered and I saw them running across the street, but not the flag that said I could enter the elevator.

I went back and asked about the missing Nosferatu and that corrected things.

Ah, so that was the missing detail! Yeah, you generally want to exhaust all the dialogue options with everyone.

No you must ask Ming about the missing Nosferatu. Until she tells you to go talk to Wong Ho. You get the Kiki scene as long as you get permission to operate in China Town from Ming, but until you ask about the Nosferatu and are told to talk to Wong You can't use the elevator and go up.
