@fun creator - if steam is offline, i would not be able to 1. play games, 2. purchase games, 3 browse the store (I just bought this game) and 4. converse in the forums - Steam is online.
@stexred - what does restarting do, if the only issue is this particular game, and all of steam functions/games are working fine?
c'mon guys - don't guess.
I was very successful with the following method (note: may not work for all users, but did work for me) - took a while of searching to find it. sorta like blowing up your house to kill a mouse.. but...

Recap:
-Delete everything in the folder except the steamapp folder (has your games)
-re-install (may have to download it again if you are not a pack-rat like me :-D
-log in (keep in mind, you will have to enter a code which will be emailed to you)
Play. Works fine.

I've tried this and still no luck. the game just refuses to launh at all. All I get is a huge increasing memory leak, and then it crashes without ever letting me one foot in the game.
From there you go to Advanced Settings, then the Advanced Tab and click on setting under performance. You will then see a tab noted as "Data Execution Prevention". click o it and you'll see two options. Click on "Turn on DEP for all programs except those I select:".
From there click on the Add button at the bottom and then locate your Guise of the Wolf.exe in your steam folder. Once you have it added, apply the settings and click ok; you'll be asked to restart your computer for the changes to take effect. Once you restart, open p steam and play the game. You still may need to change your resolution in order to play like I did, but it worked out in the end.
Glad I could help.
