There would be nothing in that which would prevent them patching/improving already released games. But, it would be a bit of a stretch to think they would do anything substantial.
They've dropped this as there's not enough profit (if any) to make it worth while. Which means the dev team are going to be ear marked for other projects. I would think the bulk of the team have already switched to other projects.
If there's any more work done, i would suspect it would just be a bit of bug fixes. It's possible a smaller team will spend a bit more time on this. But you won't get more features.

now to actually understand the logic of this..?
Did they lose the licence? My impression was they didn't make nearly enough money on 22,23 and 24 sales so they decided to cut their losses and not spend the development cost to make the 25 version, the last one they had licence for.
Also F1 manager where you can't manage half of things. They should look at Football manager how detailed management it was ... this games never worth more than 10 euros
