AI development fix

As we all struggle with game bugs, I'm happy to inform you all that there's a fix for AI development and other stuff.

What it does, it basically lets AI teams develop and research more than 2 same parts over again, use every staff members and allocate all ATR times. Plus more. Tried the fix and there's much more fighting for positions now.
