I created my own very low budget team and I actually chose my two pilots from low salary alternatives, but the game gave me two backup pilots and I think their salaries are too high for their skills. One of them gets a salary of 2.4 million dollars with 54 overall skills.

I noticed this as well this morning. A generated, terrible (1-star driver) had a salary of $4M while a real driver the next position to the left of the fake driver was <$1M. I ended up just choosing two 1-star real drivers as the fake drivers wanted too much money.
