These are just generic fixes ive encountered, nothing specific for HOI3 or your problem.
I too don't quite get the suggestion from Xander above to do an uninstall and reinstall...If I try uninstalling from within Win7 Control Panel I get a Steam message asking if I want to delete all game content, and that if I do I will have to download it again. Won't downloading again just trigger the same failed/wrong order installation process again also?
I can't believe this has been up this long, and nobody has a resolution yet.
I had the same thing happening when I was trying to get it to work with Impulse. I went to paradox's support forum (here: http://forum.paradoxplaza.com/forum/showthread.php?612732-Hearts-of-Iron-3-Known-issues-fixes-workarounds-etc.-Megathread.) and followed most of their instructions for various problems. Could not get it to work with Impulse, but downloaded from Steam and it worked just fine.

I followed my nose through a series of hunches and websites, and came up with the following:
- When I tried to run the game direcxtly using HOI3_tfh.exe, I got the message telling me a dll was missing. A simple search on the internet told that this is a typical DirectX missing dll, so I (re-?)installed DirectX using this link: http://www.microsoft.com/downloads/en/details.aspx?familyid=2da43d38-db71-4c1b-bc6a-9b6652cd92a.
- That got me to a new error: "MSVCR100.dll is missing", so at least I was maybe getting somewhere. My friend google then led me to some posts from which I installed the C++ Redistributable 2010, advised in one forum post I found by doing the x86 version first (this link: http://www.microsoft.com/en-us/download/details.aspx?id=5555) then the x64 one after that (this link: http://www.microsoft.com/downloads/en/details.aspx?familyid=2da43d38-db71-4c1b-bc6a-9b6652cd92a3).
Note the '2010' reference above there because I *think* that the 2005 redistibutables were the ones actually put into the 'install' directory under my Steam installation, and that I had previously attempted to re-run...Certainly, having just started the 'vcresdit_x86' in the Install folder it says its the 2005 SP1 version...
But in any event, VOILA - problem solved. I havent run the game yet for any length of time - just started, went into the 1936 scenario and started a new one as a random country (France) and everything fired as expected. Happy camper so far:).
I have bought Hoi3 +Semper Fi +FtM +TFH. I can open it but when I press Start HOI3, the startup window simply closes and i fail to open HOI3 TFH. Any help?
No refunds.
I'm sure he's being waiting with bated breath for that gem over the several years and 100's of game hours since he made that post.
