HOI3 won't start, VCOMP100.dll missing

When I click "Start HOI3" I get the following error message (translated from German): "The program could not be started because VCOMP100.DLL is missing on your computer. Reinstall the program to remove the problem."
vcomp100.dll is on my computer in the windows/system32 folder. If I copy it to the HOI3 folder, I get a different error message: (0xc000007b)
I have the latest directx. I reinstalled the game via Steam, reinstalled the Visual C++ 2010 x64 Redistributable from the microsoft website, tried starting the game by clicking hoi3.exe directly. Nothing works.
I am running Win 7 (64bit)

Same problem. It worked on my PC on 32 bit, but i installed a 64bit version up yestarday, and it writes out this error message to me too... Have u any solution since the post?

Install the 2005 x86 version from here[www.microsoft.com]. You need the 32 bit version because most games and programs are 32bit, and 32 bit programs cannot use 64 bit dll's. also, 2008 version[www.microsoft.com] 2010 version[www.microsoft.com], go ahead and install all of them.
