You have done everything right so far. Opening ports is a stage that most people forget to make.
It should be clarified, however, that due to massive connectivity issues within the clausewitz engine even if you do everything right it is, still, unlikely you will be able to connect to each other.
The only foolproof way to really get HoI to work online is to employ virtual networking software, e.g. Tunngle or Hamachi (I recommend Hamachi), and both join a virtual LAN network.
This in combination with direct IP connect tends to work, and is the normal practise for almost every multiplayer group and game.
There are some other things that could be clarified for you though.
Even if you use virtual networking software if you are both using different versions of the game or have different checksums you still won't be able to connect.
Furthermore if you have a version older than 4.02 (TFH) then access to the Metaserver is denied to you as Paradox only offers metaserver support for the latest version of HoI.

he creates a game, you both need to have the same version, then you click on join online game and type in his ip. this way it worked for me
