When I run the game, Steam shows me my serial numbers so I suppose they will come in handy when I play co-op or other multiplayer sessions as I haven't been asked for one yet.
If I read correctly in the store pages I believe the DLC is activated for me because the loader shows me the name of the expansion pack Their Finest Hour and also on the main menu.
So the DLC is expansion packs that add extra features into the main game. For example when I go into the Intelligence panel during a game, I see a button for "attempt coup" and that is listed as one of the features of an included DLC expansion pack. Semper Fi DLC adds stuff that increases detail. Not knowing the vanilla original version means we n00bs will take the fully pimped version of HoI3 as standard and won't see the expansions' added "new" details.
