Dazza is not entirely correct here.
In previous expansions (Semper Fi, For the Motherland) changes were built directly into the base game, meaning that files were actually permanently changed.
But in Their Finest Hour that isn't the case. TFH was actually built as a mod for FTM with an entirely seperate .exe file. When you launch through Steam TFH will always be automatically selected, it isn't possible to change this (regardless of what the interface suggests) .
BUT if you go to the HoI directory:
C:\Program Files (x86)\Steam\steamapps\common\Hearts of Iron 3
Then you should see two files through which it is possible to launch FTM (But not any previous expansion).
These are:
FTM_launcher (Should allow you to play mods)
hoi3game - with the FTM logo... (Bypasses the launcher)
Having a playable version of FTM post TFH is helpful because it both allows you to play multiplayer with players using previous versions of the game and also to play mods which haven't yet been updated to include compatiability with TFH.
But honestly, other than those two reasons I would never see why you would want to play a previous version of HoI ;) .
