Report a translation problem
The biggest flaw is that units draw the supply from the capital (or port if not land connected to the capital) and then the sloppy supply truckers drop half of the stuff on the road. This is not realistic. In reality you would have different level supply storages on the way and the units had their own storages. A regiment would draw from the divisional storage and division from corps and so on...not from the capital. Then there were general storages not releted to certain units.
If the supply system had been done this way (that units house their own storage and deliver it downwards) it would encourage more to keep proper army structure and not having units getting too far from parent units...after all it's the supply which gets cut much earlier than radio contact
Some units use fuel even they are doing nothin like you said (like engineers!). Supply (those wood boxes) is reasonable to be consumed in lesser extent all the time because everybody needs food and some other odd stuff daily.
It's bad. The whole system should have been revamped. Honestly once they realized it wasn't working they should have just removed it from the game.
If its not any of those, take a screenshot of the troops out of supply in both supply map mode and infrastructure map mode and we may be able to help. It's not "broken" just because you don't understand it.
It's definitely broken and poorly implemented. The fact that it all comes from capital is a terrible design decision. They should have designed it so they came from anywhere that has industry.
My only hope is that they don't make these same mistakes with Hearts of Iron 4.
It should never happen if I don't move my troops and I'm just waiting for time to pass so my neutrality drops low enough so I can acutally do something.
I gave up on this game. It's easily the worst Paradox game in terms of polish that I've played.
And think about forces at the front. The don't just drive to their trenches and sit there till the end of the war. They need to transport food, supplies, spare parts, troops.. soldiers become ill.. they need to heat or cool their base, cook food, warm up water.. they need to change their positions sometimes.. and don't forget recon-missions to know what happens around their position. This all cost a lot of fuel and supplies.
And in 2000's.. soldiers burn most fuel in their bases to play wargames on game consoles.. xD

Yes, I believe some of the game is corrupt and doesn't always work right but not always.
If you can't figure it out I'm sure there's plenty of players who would be happy to join you in your game to help you figure out what's going on. Hope that helps a bit.
What version are you currently using? Vanilla? Semper Fi? For the Motherland? Their Finest Hour? This DOES matter.
