Maybe this will help you:
1. Run the game as administrator. To do this, right-click on the shortcut or executable file of the programme and select ‘Run as administrator’ in the context menu.
2. Check the compatibility of the application. Go to the properties of the game exe file and select Windows 7 as the compatibility system, for example.
3. Reinstall the game. If a programme or game was working before and now it has stopped working, you should reinstall it.
4. Disable the antivirus. If this helps, add the folder with the corresponding programme to antivirus exceptions.
5. Update the video card drivers. Download them from the official website of the hardware manufacturer.
6. P.s. - Try enabling NET Framework 2.0 and 3.5. To do this in Windows 11, follow the steps below: Open Control Panel from the Start menu. Make sure that ‘View by’ is set to ‘Categories’. Then click Programs>Programs and Components. Click ‘Enable or disable Windows features’. Select the .NET Framework 3.5 check box (includes .NET 2.0 and 3.0) and click OK. Don't forget to restart your computer.

The game does start for me, but after a few minutes it's crashing. With your settings, at least it's running smoothly now, the lagging has stopped, but the crashing remained. You helped me lot, but do you have any further ideas, what else worth trying? Thanks for your help!

Unfortunately, nothing helps. The program works but only without DLC.
You will need all of the DLC as the stability and bug fix patches are included in them, not the base game. After you have all the DLC, those being Semper Fi, For the Motherland and their finest hour you can get the patched exe from the paradox forums and from there the game should run and play without problems

The problem concerns not only Hoi 3 but also other older games. In my case, for example, Civilization V, Skyrim Special edition. On Windows 10, everything worked without a problem..

Pardon? I explained to you how to fix it. The game is more stable with all DLC IF you're using the patched exe.

I did all of these things long ago and unfortunately it doesn't fix anything. Hoi 3 with DLC doesn't start. (error (0xc000007b)

So you got the patched LAA exe from the paradox forum?

Of course

And you own all DLC? Because all three expansions are required. Semper Fi, For the Motherland and Their Finest Hour. All of them are needed.

Reinstall the game and verify all files. Download the patched exe and rename the old tfh to something else. The game should run, i am doing everything of what I'm telling you and I am on linux, if anything if it works for me it should work for you.

Doesn't work. As for another system, it may be OK on Linux. On my second computer, still with Win 10, the same game works fine.

I don't really understand which name I should change because I replace the old start file with the new one from the LAA podcast
