Now, Have you gone to get the revised exe patch for the game which helps this 15 year old game to work on modern 64 bit systems?
You can get it from Paradox HOI 3 tech support thread. But you need to register an account, link your Steam account and then, and only then, can you see the Tech Support section. It is their DRM.
There is a direct download from GOG that has the same file. Just click on it and it downloads. You then unzip it and place the that exe file into your tfh folder containing the existing exe file. Let it overwrite the current one. Attention: Place it in the tfh folder, not the base game exe folder.

This game is almost 16 years old. It was made for 32 bit systems. The exe file (podcats) allows it function better on 64 bit.
