What I usually do is mass all my panzer divisions and motorized divisions (really anything with speed of 6 kph+), for me this usually equates to about 30 divisions by mid to late 1939, in one spot. While large numbers of infantry divisions hold the front. Then use fast group to blast through the front, and encircle as large a section of the front as I can. In most instances this adds up to about 400,000 soviet troops.
After the first attack my units are usually in good enough condition for a secondary attack, and I repeat the previous steps. Not being a perfect attack due to units being out of place I usually get about 150,000 in the second attack. By this time youve created a good size salient in the line. Move your infantry to the front to hold the line, pull back your panzers, get everyone reoganzied and resupplied, and plan your next attack, either north or south from the salient. If your finding too many soviet troops in your path, lauch a diversionary attack far from your salient, if you push them hard enough they will pull troops away.
Once youve destroyed enough troops with these encircling attacks, just push the front back in a traditional attack.
The saliant will want bombers,fighters and lots of troops.Probably around crimea,Leningrad,the caucasus,the northern areas like archangel,moscow, and Stalingrad.

Soviet Union has bad infrastructure all around (i.e. not many roads) except few narrow lanes (one province wide paths). I have always suffered from badly functioning supply. You can try to improve it by improving roads (infrastructure) in captured areas, but that is slow. Also worthwhile to invest in supply technology. I have created several air transport units too to drop supplys when they are not needed for para drops.
Once you get deeper into Soviet soil you prolly have to create police units (e.g. 2xmilitia+military police) to suppress any revolts which might cut your supply lines. Few para units in reserves can be used to quickly kill any rebels (can be dropped right on them). SS unit is the best type to calm down upset areas but they are too expensive and good to be kept too far from the front. Garrison units are cheap and fair in that duty but only for static defenses (e.g important cities and airports) because they are really slow moving
