small state guide and production licenses ?

I really have my heart set on playing Bulgaria. I love Bulgaria like a hot young girlfriend.

Now there seem to be some really great guides for this game , but the examples they use are always states like Germany, Russia, or Finland .
The trouble though seems to be that all these states, even Finland , appear fabulously rich compared to Bulgaria.

Can anyone link me to a good guide tailored toward poor, backward states ? ( -- IF that's even the problem )

Second Question ---

Bulgaria seems to be so poor and backward that it would take me until 1960 to build a home-grown armaments industry. That's cool , I really love Italian and German equipment , and in any case Bulgaria got practically all its arms, even rifles and pistols , from other countries.

Anyway, the question is, just how friendly , typically , do you have to be with these other countries to buy their production licenses ? And how much does that typically cost ?

Really trivial question --- I absolutely adore the Italian Breda Ba. 65. But it appears I might not be able to buy them in 1936, or perhaps not even in 1937.
Now does Italy ever concievably phase out the Breda Ba. 65, and if it does , does the production license disappear from inventory , and you can no longer buy it ?

Also, I really love the German Stuka . But the Breda and the Stuka do the same job. Is it possible to buy and use both ?

Not sure about any guides for Bulgaria... could try on the Paradox forums?

Second Question:
Typically they wont agree to Prod. Licenses unless you're pretty much best friends... or same faction

Third Question:
Not sure tbh, i believe that it'll only upgrade when you research the technology yourself...
99% sure that the way it works is that you can only buy units / equipment through production license, IF they're a type in which is ahead of time than you. And then once you get to that time you'll start using your own equipment... Dont hang me on this one though....
