the higher they are the quicker you can research and produce things
which modifier that effects each is shown by the icons in the respective tech
Theory Decay is the decay of the tech every month or so though I don't really know much about it.
Practical is the theory in use.
So if you have researched infantry techs and qeued an infantry division in production the Practical will raise by however much it says so in the production screen upon completion.
So next time you make a unit of the same type they get more experience from the last unit.
but you increase your values by the stated amount for each tech/production done
so basically the more you research and produce interconnecting values the quicker everything happens
its why some of those blue techs are so important to do,few practical ways of keeping them high exist

if you keep eyes on you will notice that alot of air/naval combat will raise your practical very quickly,thus helping keep research and production high
now watch land combat,it does very little to raise practical,so you need to research land doctrine and the respective blue techs to keep practical high
study the little icons in the techs and you will see how they relate,there are a few infrantry techs that help with practical to
keeping techs and production slightly staggered also helps with decay as it keeps values at a higher average than mass research/production
leadership research is effected mostly by land combat exp..see why that is handled differently than air/naval combat?
edit:it can make a very big difference to your game,its quite possible as germany to be running around with 1948-52 technology and hardware by 1944 if you get in the sweet spot
