Heres a cheese way to do it (I think it still works), save your game and reload the save as Germany and send an invite to Greece to join the Axis. Save again and reload as Greece and accept.
Alright, what year is it currently? Has Italy given you the ultimatum yet?
You could try embargoing them if you are trading and if you declare war with them try to secure everything in Mediterranean and in Italy.
