You really need to try it if you enjoy hearts of iron 3 at all. HOI3 alone i thought was good but with this mod it is one of the best strategy games ive ever played. I used this to help:

Not really sure. I think the blackice 2.5 overhaul is for HOI 4, the link i sent was for HOI 3. Its a lot of setting up your OOB and armies but to me its a lot more fun. With HOI4 I almost feel like im just watching the war play out instead of being involved.
In HOI3 you actually create armies with Corps, Armies, Army Groups and Theater command HQs. Its kind of a pain in the ass to learn but once you do you really feel like you are commanding the armies. The AI doesnt do all of the combat for you.
I watched a lot of videos on how to start out, the most daunting part is all of the starting decisions but once you get past that its a lot better.
