how to trigger events?

basically Im playing the world war 1 mod now and Im playing as the austrohungarian empire
russia got defeated BUT it didnt fall into a civil war but just changed to the soviet union
how realistic
of course there's only one way fixing this
through cheats I know there is a way to trigger certain events
you have to look in the files of the events and find its ID
but when I find it what do I type to the command prompt in the game when I want to trigger the event?
I dont just type in the ID alone without anything else it didnt work?
so how should I do it?
