I would suggest downloading "Podcat's latest exe the LAA one" which may be found at the link below. You need a Paradox account log in, for their forums, to get it.

The game was released in 2009, and the store page tells you exactly what OS the game is intended to run on, namely w2000, XP and Vista. Windows 10 is not listed as being supported and you were made aware of that fact before your purchase. If shame there is, it fall neither on Steam nor Paradox.

For what it is worth, I had it on Windows 10 and it worked fine with the three expansions and PODCATs file. This was the retail disk version. I had a hard drive failure and decided to get the GOG.com version this time since Gamersgate no longer allowed me to download the expansions. The GOG version also works fine on win 10.
