Created New Event, Can't Seem to Trigger It

I went to the HOI 3 Wiki and found a cheat event I'd like to play with. I followed all the steps, but every time I use the in-game console to trigger the event (which I numbered 9999), it says that there is no event numbered 9999. (I don't have any mods installed - this is the only modification I've made). So here's what I've done.

In ~\Hearts of Iron 3\common\event_modifiers.txt, I scrolled all the way to the bottom and added the following:

cheatunits = {
    unit_recruitment_time = -100
}

cheatresearch = {
    research_efficiency = 100
}

I saved it, then went to ~\Hearts of Iron 3\events\PoliticalEvents.txt. I scrolled all the way to the bottom and added the following:

country_event = {

    id = 9999

    is_triggered_only = yes

    title = "EVTNAME5001"
    desc = "EVTDESC5001"
    picture = "parliamentary_scandal"

    option = {
        name = "EVTOPTA5001"
        add_country_modifier = {
            name = "cheatunits"
            duration = 20
        }
    }
    option = {
        name = "EVOPTB5034"
        add_country_modifier = {
            name = "cheatresearch"
            duration = 20
        }
    }
}

I can't figure out why it's telling me there's no event numbered 9999. Ideas?

As much as i hate cheats for this game... do you have Their Finest Hour? in that case the cheat needs to be modified in the TFH folder instead.
