Tarred Fragment damage bug

Tarred Fragment one shot the Lost Child (I think that's the name. Dude with big mouth) and anything else it touches.
It seems like its applying 2, maybe more, ticks of damage per second while the tether spin, but the each tick is damaging as if a full shot, if not more damage. Takes one full second to kill a boss that should take 10 minutes at least.
